Rep. Riley Votes to Strengthen U.S. Semiconductor Supply Chains, Bolster American Manufacturing
WASHINGTON, D.C. – U.S. Representative Josh Riley (NY-19) voted in favor of H.R. 2480, the "Securing Semiconductor Supply Chains Act of 2025," a bipartisan bill that passed the House on Monday via voice vote. This critical legislation aims to strengthen domestic semiconductor manufacturing and reduce reliance on foreign supply chains, bolstering American economic and national security.
"This bill is a smart, targeted investment that supports manufacturing in Upstate New York,” said Riley. “Recent disruptions have underscored the urgent need to secure our domestic semiconductor industry, including advanced test and packaging supply chains. Upstate New York has a proud legacy of making the products the world needs and with new supply chain investments we can continue that legacy while creating good paying jobs and protecting national security.”
H.R. 2480 directs SelectUSA, a program within the Department of Commerce, to coordinate with state-level economic development organizations to attract foreign direct investment (FDI) into U.S. semiconductor manufacturing. Key provisions of the bill include:
- Enhanced State-Federal Coordination: The legislation mandates that SelectUSA actively seek and incorporate insights from state economic development groups to pinpoint opportunities and dismantle obstacles hindering foreign investment in U.S. semiconductor production.
- Strategic Investment Focus: The bill specifically aims to attract FDI in crucial segments of the semiconductor supply chain. This includes areas like advanced chip fabrication, sophisticated packaging technologies, and the production of essential materials and manufacturing equipment.
- National Security Safeguards: A critical aspect of the bill involves ensuring that foreign investments align with U.S. national security interests. It prioritizes collaboration with allies and partners while actively preventing adversaries from benefiting from these initiatives.
- Accountability and Transparency: The bill requires SelectUSA to provide a detailed report to Congress. This report will outline the program's strategies and progress in attracting FDI and strengthening the domestic semiconductor supply chain.
The bill now moves to the Senate for consideration.
