Rep. Riley Takes on Career Politicians and Fights Against Insider Trading

Co-Sponsors Legislation to Implement Term Limits for Congress and Prohibit Members of Congress from Trading Stock

WASHINGTON, D.C. — Congressman Josh Riley (NY-19) co-sponsored two pieces of legislation to deliver better, more ethical governance in Washington. H.R. 396, the Transparent Representation Upholding Service and Trust (TRUST) in Congress Act, bans members of Congress, their spouses, and dependent children from trading individual stocks. H.J. Res.12 proposes an amendment to the Constitution to limit the number of terms that a member of Congress may serve.

“Upstate New Yorkers have been sold out by greed in our economy and corruption in our politics,” Rep. Riley said. “We need to change how this place works and who it works for, and I’m willing to take on the political establishment in both parties to do it.”

H.R. 396, the ‘TRUST in Congress Act,’ would reduce opportunities for insider trading by requiring members of Congress, their spouses, and dependent children to be divested or placed into a qualified blind trust for the duration of their tenure in Congress. This policy change will prevent lawmakers from profiting off their positions through access to non-public information.

H.J. Res. 12 proposes a constitutional amendment limiting House members to three terms and Senators to two terms, with no opportunity to return after reaching the term limit cap.

  • Co-sponsored the Ending DOGE Conflicts Act (H.R. 1321), to commission independent reviews of federal employees and improve government transparency.
  • Supported the Proxy Voting for New Parents Resolution (H.Res. 23), to allow new parents or pregnant members of Congress to have colleagues vote on their behalf.
