WASHINGTON, D.C. — Congressman Josh Riley is backing the bipartisan Multilateral Alignment of Technology Controls on Hardware (MATCH) Act, legislation to strengthen U.S. export controls on semiconductor manufacturing equipment and prevent foreign adversaries like China from accessing critical technology. The legislation would improve coordination with U.S. allies, safeguard key supply chains, and support American manufacturing.
“In Upstate New York, we know what it means to build things—and we’ve seen what happens when Washington gets it wrong and our jobs get shipped overseas,” said Riley. “Right now, China is getting access to the specialized equipment used to make advanced computer chips. This bill stops that by tightening the rules and making sure everyone plays by the same rules, so American workers aren’t getting screwed. It protects American jobs and makes sure the next generation of manufacturing happens here at home.”
The MATCH Act would strengthen export controls on key semiconductor manufacturing equipment, align U.S. policies with allied nations, restrict access to sensitive technologies by foreign adversaries, and support long-term U.S. competitiveness in advanced manufacturing.
Rep. Riley has taken a series of actions to hold China accountable and protect American workers, farmers, and supply chains:
- February 28, 2025 — Backed the Protecting American Agriculture from Foreign Adversaries Act to stop foreign adversaries like the Chinese Communist Party from buying American farmland.
- May 1, 2025 — Voted for the Securing Semiconductor Supply Chains Act of 2025 (H.R. 2480) to strengthen domestic chip production and reduce reliance on foreign supply chains.
- June 6, 2025 — Led a trade policy push to close China’s “backdoor” into U.S. markets and strengthen protections for American manufacturers and family farms.
- March 5, 2026 — Secured provisions in the House Agriculture Committee’s Farm Bill to strengthen oversight and reporting of foreign purchases of U.S. farmland.
These efforts build on Rep. Riley’s broader work to rebuild domestic manufacturing, lower costs, and ensure Upstate New York workers and businesses are not left behind in the global economy.
