Riley First Dem to Cosponsor House-Passed Legislation Supporting Local Law Enforcement

During National Police Week, Rep. Riley Underscores Dedication to Upstate Law Enforcement Community

WASHINGTON, D.C. — Rep. Josh Riley was the first Democrat to cosponsor the Supporting Local Law Enforcement Officers Act (H.Con.Res.30), which passed the U.S. House of Representatives this week. The legislation, approved during National Police Week, reaffirms Congressional support for local law enforcement officers and departments, recognizes the tremendous sacrifice police take on to keep our communities and families safe, and honors the memories of officers who have made the ultimate sacrifice in the line of duty.

“Our local law enforcement officers are asked to do a heck of a lot with very little. They call into service day after day, never knowing what they’ll face; they go home, spend a little time with their families, and wake up the next day and do it all over again. They should know without a doubt that they have our full support. I am proud to sponsor this resolution to once again make it clear that they will always have mine,” said Rep. Riley.

Riley’s leadership underscores his commitment to addressing critical public safety issues, and his willingness to work across the aisle to deliver for Upstate New York.

In his first 4 months in office, Riley has worked to advance the following public safety measures:

H.R.3078: Rep. Riley introduced a bipartisan bill with Iowa Rep. Zach Nunn that amends the Department of Energy Research and Innovation Act to direct the Secretary of Energy to coordinate with certain Federal officials to conduct research, development, testing, and evaluation of novel technologies to detect fentanyl vapor or particles in support of rapid screening of the mails, at prisons, at United States borders, and in other related use cases, and for other purposes.

H.R. 27: Rep Riley co-sponsored and voted in favor of the HALT Fentanyl Act. This bill enforces mandatory minimums for Fentanyl trafficking and works to prevent Fentanyl and the products needed to make it from crossing the US border illegally. 

​​H.R.1569: Rep. Riley also co-sponsored the CATCH Fentanyl Act, which establishes pilot projects to test and assess technologies (e.g., AI, NII) to enhance cargo inspection speed and effectiveness at land ports of entry for detecting contraband, drugs, and smuggling.

H.R.1410: Riley joined his colleagues in the New York delegation in co-sponsoring the 9/11 Responder and Survivor Health Funding Correction Act of 2025. This bill modifies the World Trade Center Health Program (WTCHP), updating funding formulas and expanding access (e.g., mental health evaluations) for 9/11 responders and survivors.

H.R.1008: Rep. Riley co-sponsored a bill to designate a U.S. Postal Service facility in Holmes, NY, as the “Sheriff Adrian ‘Butch’ Anderson Post Office Building,” honoring a local law enforcement figure.

H.R.323: Rep. Riley co-sponsored a bill to designate a U.S. Postal Service facility in Avon, NY, as the “Officer Anthony Mazurkiewicz Memorial Post Office Building,” honoring a fallen police officer.

Riley Forces Insurance Companies to put Patients Over Profits

U.S. Representative Josh Riley (NY-19) today announced he is co-leading the bipartisan Care Over Profits Act (H.R. 7861) to force health insurance companies to spend more of the money families pay in premiums on actual care. The bill would raise the required Medical Loss Ratio from 80 percent to 85 percent and impose penalties on agents and brokers who fraudulently create or modify Affordable Care Act marketplace plans without a patient’s consent.

Riley Secures Major Wins for Upstate Communities in 2026 Farm Bill

Congressman Josh Riley announced a series of wins for Upstate New York farmers and rural communities after the House Agriculture Committee passed the Farm, Food, and National Security Act of 2026, sending the legislation to the full House of Representatives. During the committee’s markup of the Farm Bill, Riley secured a number of provisions focused on farm safety, supporting dairy and organic farmers, lowering costs, strengthening local food systems, and protecting American farmland.
