Proposals Total Over $55 Million for Rural Infrastructure, Health Care, Public Safety, and Economic Development

BINGHAMTON, N.Y. — Today, Congressman Josh Riley (NY-19) announced his request for over $55 million in Community Project Funding (CPF) for Fiscal Year 2026. These proposals, developed in close coordination with local leaders, aim to strengthen public safety, expand health care access, improve infrastructure, and create jobs across Upstate New York.

Each project meets the eligibility criteria set by the House Appropriations Committee and includes the required financial disclosure documentation. Final funding decisions will be made later this year as Congress completes the appropriations process.

“These projects are about doing right by our communities,” said Rep. Riley. “They’re about making sure a nurse in Johnson City has the training she needs, that firefighters in Guilford have a safe place to work, and that a young person in Ithaca or Endicott has somewhere to turn after school. They’re about keeping families healthy, growing small-town economies, and making sure rural communities have the same shot at opportunity as anyone else. Upstate New York knows what it’s like to be left out and left behind—and I’m doing everything I can to make sure we never are again.”

  • Southern Tier Regional School of Practical Nursing – Broome-Delaware-Tioga BOCES ($1,595,950)
  • Margaretville Primary Care Renovation Project – Margaretville Memorial Hospital ($618,750)
  • Mary Imogene Bassett Hospital Diagnostic and Monitoring Equipment – Bassett Hospital, Cooperstown ($1,000,000)
  • Refuah Health Center Construction – Refuah Health Center, South Fallsburg ($2,000,000)

PUBLIC SAFETY & EMERGENCY SERVICES

  • Guilford Fire Station Project – Guilford Fire District ($5,583,900)
  • West Athens Lime Street Firehouse – West Athens Lime Street Fire District ($4,000,000)
  • East Greenbush Police Department Improvement Project – East Greenbush Police Department ($12,000,000)
  • Monticello Village Hall: A Modern Hub for Public Safety & Community Services – Village of Monticello ($2,250,000)

WASTEWATER & INFRASTRUCTURE

  • Bloomingburg Wastewater Treatment Plant & Pump Station Upgrades – Village of Bloomingburg ($6,000,000)
  • Village of Marathon Wastewater Treatment Plant & Pump Station Improvements – Village of Marathon ($4,468,000)

JOBS & ECONOMIC DEVELOPMENT

  • Koffman Southern Tier Incubator Expansion for Manufacturing – Research Foundation for SUNY at Binghamton ($3,505,000)
  • Pine Hill Wellington Hotel Renovation – RUPCO, Inc., Kingston ($1,500,000)

YOUTH, HOUSING & COMMUNITY SPACES

  • Ithaca Youth Bureau Facility Modernization and Expansion – City of Ithaca ($4,500,000)
  • Village of Endicott Little Italy Streetscape Improvement Project – Village of Endicott ($4,000,000)
  • Hudson Public Square Renovation – Friends of the Public Square, Hudson ($2,000,000)
