WASHINGTON, D.C. — Today, the House of Representatives passed Rep. Josh Riley’s (NY-19) bipartisan Clean Energy Demonstration Transparency Act (H.R. 1453). Introduced with Rep. Mike Carey (R-OH), Riley’s bill supports clean energy manufacturing projects across the country by increasing funding transparency.

During a recent House Committee on Science, Space & Technology hearing, Riley exposed a key witness as having ties to the oil industry and relying on shoddy data to oppose clean energy manufacturing projects. Riley’s bill will ensure that taxpayers and policymakers have access to accurate and reliable data about clean energy manufacturing projects by increasing data reporting requirements for the Department of Energy’s (DOE) Office of Clean Energy Demonstrations (OCED).

“Throughout history, Upstate New York has manufactured the things the world has needed to meet its biggest challenges, and now is no different,” Riley said. “We’re bringing home good manufacturing jobs to build the batteries, solar panels, and semiconductors the world needs to save the planet, and I’m not going to let a bunch of lackeys for the oil industry undermine us with weak arguments based on bogus data. My bipartisan bill ensures we have transparency and reliable data to assess these projects.”

Specifically, H.R. 1453 will:

Establish Reporting Requirements: The bill amends the Infrastructure Investment and Jobs Act to require the Secretary of Energy to submit semiannual reports on OECD projects to the House Committee on Science, Space, and Technology, Senate Committee on Energy and Natural Resources, and the House and Senate Committees on Appropriations.

Ensure Project Transparency: For each clean energy demonstration project administered or supported by OCED reports must include:

  • Copies of initial contracts or financial assistance agreements.
  • A list of achieved and unmet material, technical, or financial milestones.
  • Details of any significant changes to the project’s scope, schedule, funding, partners, or budget.

Make Reports Public: Reports must be made publicly available online.
